PURPOSE:To obtain the title sealant for preventing water from coming in, when it is applied to seams of concrete constructions or pipes, by using a sealant coated with an alkali-soluble film of a copolymer of ethylene and another monomer such as vinyl acetate. CONSTITUTION:The objective sealant is coated with an alkali-soluble film made of a copolymer from (A) a monomer selected from (meth)acrylic acid lower alkyl esters and/or vinyl acetate (preferably methyl methacrylate) and (B) ethylene in a thickness of 10-100mu. The coating film is formed by coating the surface of the water-swelling sealant with a solution of the copolymer in an organic solvent such as toluene or xylene or ethyl acetate or by dipping the sealant in the copolymer solution.
