PURPOSE:A water-swelling water stopping agent being packed into gaps of various structures to seal, swelling even in sea water in the same ways as in pure water, containing a water-insoluble modified polyethylene oxide, a highly water-absorbing resin and a material comprising a thermoplastic resin and/or rubber. CONSTITUTION:(A) A water-insoluble modified polyethylene oxide obtained by reacting polyethylene oxide with an isocyanate compound is blended with (B) a highly water absorbing resin except the component A and (C) a base comprising a thermoplastic resin and/or rubber in the weight ratio of the component A/B of 5/1-1/1 and in the weight ratio of the component B/C of 1/100-1/2 to give the aimed water-swelling water stopping agent.
