PROBLEM TO BE SOLVED: To provide a system and a method for supporting airport surface guidance capable of clearly transmitting a ground travel path to raise operation efficiency of an airport and a safe travelable area on the same path to a pilot even at the time of congestion and a low visual range of an airport surface and enhancing the operation efficiency and safety of the whole airport.;SOLUTION: An area in which a mobile object on the airport surface moves is divided into a plurality of sections, whether or not the mobile object is located in each of the divided sections is determined by a section state determination part 8, then, a path constituted by the sections to a destination to which the mobile object moves is searched and a passage plan is created. Then, when the searched path intersects with paths of other mobile objects, priority for each mobile object is determined by a priority determination part 10 for each section and passage plans for each mobile object in the sections are managed by a section passage plan management part 9 based on the determined priority.
