PROBLEM TO BE SOLVED: To provide an airport surface guidance support system, an airport surface guidance support method, and an airport surface guidance support device capable of properly supporting guidance of a moving body in an airport surface.SOLUTION: The airport surface guidance support system according to the embodiment comprises a spot access management unit. The spot access management unit manages allocation of use of an area to be used to access a spot, which is a parking place of airplanes in an airport. The airport surface guidance support system according to the embodiment performs passage management of a zone in an airport surface of the airport on the basis of the allocation by the spot access management unit.
