PROBLEM TO BE SOLVED: To provide a system capable of measuring as required the settlement of a construction ground with an optical fiber sensor to solve such problems that in reclamation work especially in the work on the seabed, although the settlement of original ground should be measured from a step where the reclaimed top surface is under a sea level, settlement measurement with many settlement plates hinders the execution of the work because reclamation sea areas are complicated with many earth carrying barges or unloader barges.;SOLUTION: This system has such constitution and means that a pair of optical fiber sensors arranged vertically in grid-like fashion is laid in the circumference and on the inside of the ground to be measured, the settlement/upheaval of the ground in an optional point inside the ground is distinguished by the difference between vertical distortions in a pair of sensors, and two-dimensional distribution of the amounts of settlement/upheaval is prepared and displayed every specified times.;COPYRIGHT: (C)2003,JPO
