PROBLEM TO BE SOLVED: To improve operating efficiency as a whole power-plant by controlling each power generating element on the basis of optimum load distribution obtained by arithmetically operating an optimum schedule from a schedule control data and the model of the power-plant and the quantity of the state of an input process. In a multivariable control system 120, the load of the boiler and the turbine is taken into a multivariable control operation section 123, and set as the set values of control operation. In the multivariable control operation section 123, the quantities of the states of processes are taken in as a control variable, a disturbance variable and an operation variable, and multivariable control is conducted while using optimizing arithemetic results as set values.
