PROBLEM TO BE SOLVED: To solve the problem of the mean power of an intermediate pulse being unable to be controlled fully by merely controlling only two pulse levels of the intermediate pulse levels, which give rise to the problem of the recording compatibility.;SOLUTION: In an information-recording apparatus which forms a recording mark, by irradiating a recording medium with a multi-pulse energy beam, the mean power of the intermediate pulse is measured and set at a prescribed value.
