PPROBLEM TO BE SOLVED: To provide a JPEG 2000 coder and decoder for saving the memory on the receiving side in the case of transmission/reception of image data. PSOLUTION: On the coder side, a region which is specified by every object included in the image data is discriminated about a type of the object, text data is created by executing character recognition processing to a character region, an XML box is added to a bit stream constituting a JPEG 2000 file so as to be inserted after a prescribed wavelet degradation level and XML data corresponding to the text data is stored in the XML box. On the other hand, on the decoder side, a user is made to select whether or not the XML box added to the bit stream of the JPEG 2000 file in process of decoding of the JPEG 2000 file and when the XML box is read, the text data is acquired by processing the XML data to be stored in the XML box.
