PROBLEM TO BE SOLVED: To provide an ATM-switching system and its call acceptance control method which can prevent best-effort type calls from being accepted more than network capability, and to improve band width use efficiency.;SOLUTION: The ATM-switching system is installed in an ATM network, in which a plurality of QoS classes classified by each required communication quality exist. When a new call is connected, a call number of the call and a QoS class, to which the call belongs are held, and a band width which the call connecting with the ATM network uses in practice is measured. From the band width used for each of the measured connecting calls, and the call number and the QoS class of each of the held connecting calls, an average band width used per call is calculated and held by each QoS class. When a connection demand of the best effort type call is received from a subscriber terminal connected with the ATM network, connection of the call which demands connection is accepted, when a vacant band width of the ATM network is greater than or equal to the average band width used in the QoS class, to which the call demanding connection belongs.;COPYRIGHT: (C)2002,JPO
