PROBLEM TO BE SOLVED: To process an insulating material by using a working fluid containing carbon in the working fluid, adhering the decomposed carbon produced by the thermal action of electric discharge machining to a workpiece surface, and producing a discharge by utilizing the conductivity of the adhered carbon. ;SOLUTION: A voltage is applied between a workpiece 10 and a conductive material 11. The voltage having (-) electrode polarity is applied to machine the insulating workpiece 10 by the impact of discharge and the effect of heat. According to the progress of machining, the electrode material component is transferred to the work surface of the insulating workpiece 10, a working fluid 14 is decomposed by the heat of electric discharge machining, and carbon contained in the working fluid 14 is adhered to the surface of the workpiece 10 as random layer carbon (crystalline carbon) having a relatively low eclectic resistance.
