[PROBLEMS] A printing medium quality adjusting system for adequately evaluating and adjusting the quality of an electronic watermark costlessly. [MEANS FOR SOLVING PROBLEMS] An examining watermark medium output device (11) comprises an examining watermark signal generating section (101) which generates one or more examining watermark signals, a watermark signal image after arbitrarily arranging the examining watermark signals, and examining teacher data (105) by digitally recording the examining watermark signals, and an examining medium output section (103) for outputting an examining watermark medium (104) produced by printing the examining watermark image on a medium. A watermark quality examining device (12) comprises a signal detecting section (107) for extracting buried watermark information, a print quality judging section (108) which receives the examining teacher data and judges the watermark quality on the basis of comparison between the watermark information and the examining teacher data, and a print adjustment value output section (109) for outputting a print adjustment value (110) to improve the print quality according to the quality judgment results.
