It is intended to provide a medicinal composition for treating a pulmonary disease which contains a carrier-free cell growth factor; a system for protecting or treating a pulmonary tissue which comprises a means for pulmonary administration and a carrier-free cell growth factor in a state suitable for pulmonary administration; and a method of screening a substance for treating a pulmonary tissue which comprises: A) the step of providing a pulmonary administration system suitable for pulmonary administration, B) the step of administering a candidate compound to a subject by using the pulmonary administration system, and C) the step of judging the candidate compound as a substance for treating the pulmonary tissue in the case of healing the subject.
