PURPOSE: A rule-based failure localizing method in a failure localizing system is provided to express and simplify a complicate failure localization and measure as a rule by registering measured history by failure events to create a database and systemize a know-how obtained from experiences by a network operator by using an if-then form according to a condition such as adopting a human-knowledge. CONSTITUTION: An alarm report is received from an alarm surveillance module, one of a failure management function(301). It is checked whether the received alarm is an alarm which has been registered in a rule database(302). If it is not a registered alarm, a new event and a new rule registration are requested(303) and connected to a rule registration routine(304). If it is a registered alarm, rule information is extracted from the rule database(305), and an operation list and parameters by operations required for control are extracted from the rule information for the registered alarm(306), and then a control type is checked to checked whether it is an automatic control(307). If the control type is an automatic control, control is performed according to the extracted rule information(308), and an execution report is generated(309) and stored in a log database(310). If the control type is not an automatic control, it is checked whether the control type is a half-automatic control(311). If the control type is not a half-control but a manual control, a measurement history required for the manual control is taken from the rule information(312). If the control type is a half-automatic control, an interface for the half-control is provided to the operator(313). A control condition is received through the received interface from the operator(314) and a control is performed(315).
