The present invention relates to a fault recorder mounted with a fault localization function using accident data of both ends in a power system line, and a fault localization system and method comprising the same. The provided fault localization system includes: multiple fault recorders which are interconnected via a network, and detects and records a failure of the power system line installed in a certain area; and a GPS to send visual information to the failure recorders. The fault recorder, which is installed at both ends of the power system line where the fault occurs, is configured to transfer accident phaser data to each other and to detect the position of a fault point based on the accident phaser data on the both ends.
