The machine and method for impulse change of masses has a governing mass rotating around a center (21) and moved upon a track which is formed on a rotor (1). The circumferential speed of the governing mass with regard to the machine base (13) upon which the rotor is mounted is equal to zero and consequently the governing mass during its travel on the track constantly points in the same direction with regard to the machine base, and the centrifugal force generated by the governing mass similarly points in the same direction and effects an impulse change and acceleration of the whole machine mass.
