PROBLEM TO BE SOLVED: To provide a decode method for a bit stream to decode the bit stream independently of the arithmetic processing capability of a video decoder. ;SOLUTION: The processing amount for decoding of a bit stream is simplified in matching with maximum processing capability of a video decoder 110. As one of methods of simplifying the processing amount, e.g. a motion compensation, is omitted and number of valid digits of a numeral of a motion vector is reduced to relieve the load of motion compensation processing. As another method, a count processing is limited to reduce arithmetic processing amount. As other method, processing of color components is limited or filter processing applied to an output video picture of the decoder is reduced.;COPYRIGHT: (C)1999,JPO
