The fitting has a movable base (40) oscillating to and fro with respect to a fixed base (30) that is fixed on one of vertical sides of a post (20) of a fence. A horizontal pivot (50) extends across a horizontal pivot hole and a convex side wall. An end of a transversal tube (11) is housed in an opening between cleats (42) of the base (40). The tube oscillates towards right and left with respect to the base (40).
