The structure has insulation layers (7) completely covering a heating module except at electrical conduction terminals. The layers fill gaps (20) between heating units (2) or contiguous wedges (30) of cooling fins (3) and dielectric plates (4). The layers are distributed in an even manner on surface of different components of the module by utilizing a quenching unit. The layers on different components of the module have same thickness.
