PPROBLEM TO BE SOLVED: To provide a manufacturing method for an element of a reforming device which is free from the biting of the fragment or fine powder of a catalyst to a welded part of a case, in the step of packing a catalyst, has a high manufacturing yield and uniformly packing the catalyst into the case. PSOLUTION: A particulate catalyst is fed to a hollow flat box-like element case 20 having a flat broad faces facing to each other from a catalyst packing port 24 and the catalyst is packed in the element case 20 by means of centrifugal filling, while rotating the element case 20 around a catalyst packing port formed in one of the broad faces of the element case 20. Consequently, the catalyst is easily and uniformly filled in the case in a short time and the biting of the fragment or fine powder of the catalyst is not caused in the step of packing the catalyst at the case welding part and thus the manufacturing yield is increased.
