PROBLEM TO BE SOLVED: To provide a test machine and a testing method, allowing testing of brake performance of a railway vehicle by changing a wheel load, according to the actual track irregularity conditions and simulating the traveling conditions of the railway vehicle.;SOLUTION: The railway vehicle brake performance test machine for testing the brake performance of the railway vehicle comprises a motor 13; a drive shaft 13a rotated by the motor 13; a rail wheel 11 which is a disc-shaped member, having a rail part on the periphery thereof, that has a cross section simulating a rail and is mounted to the drive shaft 13a to be driven rotatitively; a wheel 12 which is rotatably arranged with its wheel tread 12a, that is in close contact with a rail tread 11a of the rail wheel 11; a wheel-load applying mechanism 14 for applying a force P, simulating a wheel load to the wheel 12 in a direction perpendicular to the rotation center line of the wheel 12 in rotation; and a disc brake system 18 for applying a braking force that attempts making the rotation of the wheel 12 stop.
