Subsequently, after the water flowing direction 6 is followed to the downstream side so that drainage equipment 8, to which each manhole 7 belongs, can be determined, the area 1 is divided into the wastewater treatment area 9 which is formed of the drainage equipment 8 and the manhole 7 belonging to the drainage equipment 8.
