PPROBLEM TO BE SOLVED: To enable to improve output characteristics of a fuel cell for a membrane-electrode assembly, by increasing reaction surface area with a catalyst layer. PSOLUTION: The membrane-electrode assembly 112 is equipped with an anode electrode 30 and a cathode electrode 30' arranged to face each other, and a polyelectrolyte membrane 20 positioned between the anode electrode 30 and the cathode electrode 30'. The polyelectrolyte membrane 20 is equipped with a base material 40 formed of a first hydrogen ion conductive polymer, coating layers 60, 60' arranged at least on the surface of the base material 40 and containing a second hydrogen ion conductive polymer. The coating layers 60, 60' have a predetermined surface roughness. The first hydrogen ion conductive polymer indicates an endothermic peak at a higher temperature range than that of the second hydrogen ion conductive polymer, when measurement is made with a differential scanning calorimeter.
