The membrane-electrode assembly for a fuel cell includes an anode and a cathode facing each other, and a polymer electrolyte membrane interposed there between. The polymer electrolyte membrane includes a first proton conductive polymer substrate and a coating layer disposed on at least one side of the substrate. The coating layer includes a second proton conductive polymer, and may have a surface roughness. The first proton conductive polymer substrate has an endothermic peak in a higher temperature range than that of the second proton conductive polymer, as measured by a differential scanning calorimeter.
