PPROBLEM TO BE SOLVED: To provide an artificial bottom-of-water base for the epizoism/growth of aquatic animal or the cleaning of the bottom of culture site, realizing the environment suitable for the epizoism/growth of animals living at the bottom of water, or capable of effectively cleaning the bottom of culture site. PSOLUTION: The artificial bottom-of-water base is a bed that is artificially laid at the bottom of water, comprising a steelmaking slag-containing bed containing 50 mass% or more of steelmaking slag with its granules 10 mm in size accounting for 80 mass% or more. Owing to a combination of the water-cleaning effect of the steelmaking slag, high dissolved oxygen concentration of slag interstices and the formation of space easy for organisms to live in, etc., a favorable organism-living environment is formed and high bottom-of-water cleaning effect is realized as well.
