PPROBLEM TO BE SOLVED: To provide a lead-acid storage battery capable of remarkably increasing a utilization rate without causing early capacity drop, which is achieved by forming a conductive oxide such as a tin oxide in porous silica gel as to satisfy both of the conductivity and a diffusion path of electrolytic solution in a positive-electrode active material. PSOLUTION: A method of manufacturing this conductive and porous silica gel comprises the steps of: forming a membrane on the surface of a porous silica gel with tin only or a conductive oxide doped with at least one element selected from tin indium, antimony and fluorine; misting an aqueous liquor containing a preparation which contains at least one element selected from tin indium, antimony and fluorine on the surface of silica powder which are heat-treated and have a predetermined size; and calcining them.
