PPROBLEM TO BE SOLVED: To provide an highly efficient fuel cell in which a flooding phenomenon is hard to occur when an operation mode is changed from an electrolysis of water to operation of the fuel cell, and an operation stability is excellent since a voltage reduction by inhibition of oxygen dispersement is hard to occur and durability is excellent since there is little melting out of an electrode when an electrolysis of water is operated. PSOLUTION: The fuel cell 1 is provided with a hydrogen pole chamber 4 housing a hydrogen pole 3 placed on one face of an electrolyte membrane 2, an oxygen pole chamber 6 housing an oxygen pole 5 placed on the other face of the electrolyte membrane 2, a hydrogen pole chamber supply port 7 as well as a hydrogen pole chamber exhaust port 19 formed in the hydrogen pole chamber 4, an oxygen pole supply port 21, an oxygen chamber exhaust port 31, as well as an oxygen pole chamber exhaust port switching valve 32 formed in the oxygen pole chamber 6, and a voltage impressing part 34 which impresses a voltage between the hydrogen pole 3 and the oxygen pole 5 and generates hydrogen by electrolysis of water.
