PROBLEM TO BE SOLVED: To provide a traffic congestion measurement system and a traffic congestion measurement method that can determine the congestion status, over a relatively wide area and that can facilitate installation and maintenance.;SOLUTION: The traffic congestion measurement system images a road by using two cameras 1 and 2, and measures the congestion state according to the images captured by the cameras. The imaging range of the camera 1 is represented by an imaging region 1A, and the imaging range of the camera 2 is represented by an imaging region 2A.
