PROBLEM TO BE SOLVED: To provide a system for permitting utilization only of a specific function of a mobile phone.;SOLUTION: The present invention relates to a system which is constituted of a mobile phone 102, a short-range radio communication unit and an administrative server, restricts the specific functions of the mobile phone to be within a range of short-range radio communication and cancels the restriction by operating the restricted mobile phone.
