PPROBLEM TO BE SOLVED: To plan an allocation mode to each working process of screw fastening workers, based on screw-fastening work skill information of each worker that considers own work experience and the frequency of work mistakes and quantitatively determined screw-fastening work difficulty information for each process. PSOLUTION: A screw-fastening work skill information recording part 10 executes step of generating and recording the screw-fastening work skill information including worker information, model information, work process information, part information, work experience information, work mistake information and work rank, and a worker allocation information recording part 20 executes a step of generating worker allocation information to each work process of each model planned to produce, based on the generated screw fastening work skill information, the difficulty in each work process of each model, production planning of each model, and each worker's attendance state. A worker relocation information recording part 30 executes a step of generating, when relocation is needed due to a production progress delay resulted from workers, worker relocation information.
