PSOLUTION: The electronic document creation apparatus has: a document information acquisition means 21 for inputting document identification information 002 on the electronic document to be an output source of a paper document granted to the paper document 001; an electronic document extraction means 22 for extracting electronic documents on the basis of the document identification information input by the document information acquisition means 21; a document generation means 23 for collecting a plurality of electronic documents extracted by the electronic document extraction means 22 to generate them as a new electronic document 003.
