PPROBLEM TO BE SOLVED: To provide a seeding base body for creating a zostera marina zone increasing efficiency in fixation of zostera marina on the seabed based on a set area of the seeding base body in zostera marina zone creation through laying the seeding base body on the seabed. PSOLUTION: The seeding base body for creating a zostera marina zone has the following structure: a growth base material 2 comprising seeds or rhizomes of zostera marina is charged into a lattice-like bag body 1A; the seabed is exposed in a region where the seeding base body is laid via opening parts other than the lattice parts so as to make the rhizomes of the zostera marina horizontally extending from the seeding base body.
