PROBLEM TO BE SOLVED: To prevent congestion on a road around a carrying-in and carrying-out gate by using a parking lot around a venue as a standby place according to a plan.;SOLUTION: A parking lot information storage part 11 stores a parking lot area of each parking lot used as a standby place, a vehicle information storage part 12 stores a parking lot area necessary for parking for each vehicle kind, and an exhibition information storage part 15 stores the number of vehicles used by each exhibitor company for each vehicle kind. A necessary standby place area calculating part 19c calculates a standby place area necessary as the standby place by using the number of vehicles for each vehicle kind and a parking lot area necessary for parking for each vehicle kind.
