PPROBLEM TO BE SOLVED: To efficiently express signals to be converted by concentrating the energy of the signals even when the correlation of the signals to be converted is not high. PSOLUTION: An image signal conversion method includes an intermediate value generation step and a conversion coefficient generation step to generate a 2SPN/SP(N is a natural number) conversion samples from 2SPN/SPinput samples. In the intermediate value generation step, one input sample out of n-th pair (n=1 to 2SPN-1/SP) of input samples determined in accordance with a conversion rule is weighted by the n-th weight coefficient and the weighted input sample is converted to generate the n-th pair of intermediate values. In the conversion coefficient generation step, generated 2SPN/SPintermediate values are inputted, one intermediate value out of the m-th pair (m=1 to 2SPN-1/SP) of intermediate values determined in accordance with the conversion rule is weighted by the m-th weight coefficient and the weighted intermediate value is converted to generate the m-th pair of conversion samples.
