PROBLEM TO BE SOLVED: To efficiently express signals to be converted by concentrating the energy of the signals even when the correlation of the signals to be converted is not high.;SOLUTION: An image signal conversion method includes an intermediate value generation step and a conversion coefficient generation step to generate a 2N (N is a natural number) conversion samples from 2N input samples. In the intermediate value generation step, one input sample out of n-th pair (n=1 to 2N-1) of input samples determined in accordance with a conversion rule is weighted by the n-th weight coefficient and the weighted input sample is converted to generate the n-th pair of intermediate values.
