PROBLEM TO BE SOLVED: To provide a function effectuation recording medium for preventing unauthorized effectuation of a specific function of a control device.;SOLUTION: This medium is an effectuation recording medium 30a used for effectuating an ineffective specific function of a controller 2, and is provided with a reading priority region 31 and a readable region 32. The reading priority region 31 is a region in which reading cannot be performed by a wide use personal computer or the like, and effectuation boot loader 41 written and executed at the start of the controller 2 is recorded. A effectuation OS 42 and a effectuation program 43 are recorded in the readable region 32. The effectuation boot loader 41 makes the controller 2 read the effectuation OS 42 and execute it. The effectuation OS 42 makes the controller 2 read the effectuation program 43 and execute it.
