PPROBLEM TO BE SOLVED: To provide a carbon dioxide-absorbing material having a function as a steam reforming catalyst, which can efficiently remove subsidiarily formed carbon dioxide when hydrogen is produced by a steam reforming method and further has the function as a steam reforming catalyst for efficiently converting a fuel gas to be reformed into hydrogen; a method for producing the same; and a fuel gas reforming method in a hydrogen production system, using the carbon dioxide-absorbing material. PSOLUTION: A transition metal 2 is supported on the surface of a substance 1 containing BaSB2/SBTiOSB4/SBas a main component. As the transition metal 2 supported on the surface of the substance 1 containing BaSB2/SBTiOSB4/SBas a main component, Ni is used. The carbon dioxide-absorbing material having the function as a steam reforming catalyst, which has such a structure that the transition metal is supported on the surface of the substance containing BaSB2/SBTiOSB4/SBas a main component, is obtained by adding powder of the transition metal to an unfired substance being converted into the substance containing BaSB2/SBTiOSB4/SBas a main component after firing and firing the resulting mixture in a reducing atmosphere.
