PPROBLEM TO BE SOLVED: To provide a configuration of a half open type content signal encoder which is executed for the contents of an encoding object while securing a prescribed security level. PSOLUTION: A variable length encoding table 14 is obtained by allocating prescribed code words to respective data values for the number of time sequential data obtained by orthogonally transforming supplied image and sound signals. An exchange variable encoding table 15 is created by exchanging the mutually different code words allocated for the same number of the time sequential data among the code words described in the variable length encoding table. Encoding selection signals for identifying whether or not to perform variable length encoding in a VLC device 121 are generated by a CPU 16 by using one of the variable length encoding table and the exchange variable length encoding table and are outputted together with compression encoding signals.
