PROBLEM TO BE SOLVED: To properly control the charging operations of a secondary battery. SOLUTION: A transistor which stops a charging operation, when a voltage of a secondary battery reaches a limiter voltage, and a comparator controlling the transistor is provided, and a voltage corresponding to the charging voltage of the secondary battery is supplied to the input terminal of the comparator. A reference voltage, corresponding to the limiter voltage of the secondary battery, is applied to the other input terminal of the comparator. The reference voltage is supplied by a DAC, and the DAC set value for determining the value of the reference voltages is obtained by taking the variations of the electrical characteristics of the respective elements such as the comparator, etc., into account and is set, when the secondary battery is charged.
