PROBLEM TO BE SOLVED: To improve the efficiency of mediation and optimization in a mediating system between a job seeker and a job offer using a network.;SOLUTION: When a job seeker applies for an interview to a counselor of a placement agency 1, he or she is registered in a consultation queue 13 of a nearest branch office. If waiting time for consultation is estimated short, consultation to the counselor of the nearest branch office is set up. When the waiting time for the consultation is estimated to take long time, the job seeker is registered in the consultation queue 13 of a branch office in an job seeking area. If the job seeker applies for an interview with a job provider after the consultation of the counselor, he or she is registered in an interview queue 14 for the job provider.
