PPROBLEM TO BE SOLVED: To provide a generator for an output change value with time capable of generating the pseudo temporal change value of the output value of a thermal radiation sensor to the prescribed operation pattern of a body to be detected, a generation program for an output change value with time, a generation method for output change value with time, and a model generator for an operation pattern. PSOLUTION: The model generator 100 for an operation pattern includes: a radiation characteristic imparting part 12 for imparting radiation characteristics to the model of the body to be detected; a body-to-be-detected model operation processing part 13 for operating the model of the body to be detected in the detection range region of a detection range model and acquiring the position relation information of both at a prescribed time interval; an input change value with time calculation part 15 for calculating the temporal change value of the thermal radiation of the model of the body to be detected; an output change value with time calculation part 16 for calculating the output value of a thermal radiation sensor model on the basis of the input change value with time; a label information imparting part 17 for imparting label information; and an operation pattern model generation part 18 for generating an operation pattern model.
