PROBLEM TO BE SOLVED: To correctly estimate a new motion vector in the case of bit rate revision of coded data in inter-frame coding.;SOLUTION: A motion vector is extracted from original coded data (step 11). The motion vector is converted into a frame prediction expression (step 12). The motion vector is corrected by an inter-field distance (step 13). The motion vector of a re-coding object small block is estimated by using the motion vector after correction (step 14).
