PROBLEM TO BE SOLVED: To remarkably decrease possibility of wiretapping of data by a method wherein when it is certified that transaction of postal charge is effective, a coded paid certificate is sent from a vault subsystem and only when there exists a specified relation to a reprepared coded paid certificate, printing a seal for certifying that the postal charge has been separately paid is started. ;SOLUTION: When a postal charge is inputted and a mail matter is fixed at a specified position, a base processor 9 asks establishment of a session key to a vault printing processors 7 and 41. The vault processor 7 prepares the first certificate thereby and the printing processor 41 compares it with the second certificate prepd. and when they are the same, the first coded data certificate is prepd. and it is sent to the vault processor 7. The vault processor 7 compares it with the second coded data certificate and when they are the same, payment is started and when it is finished, the first card paid certificate is issued and the printing processor 41 compares it with the prepd. second card paid certificate and when they are the same, printing is started.;COPYRIGHT: (C)1997,JPO
