PROBLEM TO BE SOLVED: To provide a lamp and a luminaire capable of enhancing light emitting efficiency and reduced in size by controlling the dimensions of a coil filament in a halogen lamp formed with a visible light transparent infrared radiation reflective film. ;SOLUTION: This tungsten halogen lamp L1 and luminaire are provided with a visible light transparent infrared radiation reflective film 6 formed on the surface of a bulb 1, an inert gas and halide sealed in the bulb 1 and a coil filament 5 having the tungsten wire portion wound in a coil that is wired to an introducing member 3 sealed on the bulb 1 and is disposed approximately on the center axis of the bulb 1.
