PSOLUTION: A heat accumulating tank 3 is composed of a plurality of heat accumulating parts 3A, 3B and 3C for individually housing latent heat accumulating materials X, Y and Z for accumulating cold heat mutually different in a phase changing temperature, and is constituted so that in heat accumulating operation, a heat source side heating medium PW sent out of a cooling means 2 is passed in series as the heat accumulating parts having a low phase changing temperature of the housed latent heat accumulating materials X, Y and Z are put on the upstream side to the plurality of heat accumulating parts 3A, 3B and 3C, and in heat radiating operation, the heat source side heating medium PW is individually supplied from the heat accumulating parts 3A, 3B and 3C for housing the latent heat accumulating materials X, Y and Z having the phase changing temperature corresponding to these target cooling temperatures to a plurality of load heat exchangers 1A, 1B and 1C.
