PPROBLEM TO BE SOLVED: To provide a material and a method for reducing the amount of a toxic heavy metal being a contamination factor of soil and water. PSOLUTION: This material for reducing the amount of the toxic heavy metal contains the powder of air-cooled slag of a blast furnace the fineness of which is ≥500 cmSP2/SP/g in terms of the Blaine specific surface area, the vitrification rate of which is ≤30%, the content of the non-sulfuric acid sulfur of which is ≥0.5%, and which contains the powder of the air-cooled slag of the blast furnace and an alkaline substance.
