PPROBLEM TO BE SOLVED: To provide a harmful heavy metal reducing material with which harmful heavy metals being the contamination factor in soil or water can be reduced by detoxicating the harmful heavy metals in contaminated soil and reducing their elution to underground water or the like, and to provide a harmful heavy metal reducing method using the material. PSOLUTION: The harmful heavy metal reducing material contains blast furnace air cooled slag powder and an acidic material. The blast furnace air cooled slag powder has ≥500 cmSP2/SP/g fineness by Blaine specific surface area, ≤30% vitrification ratio and contains ≥0.5% non-sulfate based S. The acidic material is an acidic solution and is a salt of a strong acid and a weak base. The harmful heavy metal reducing method uses the harmful heavy metal reducing material.
