PROBLEM TO BE SOLVED: To produce a composite mesoporous powder or thin film having a microcrystalline metal oxide-glass having a three-dimensional structure having a high specific surface area, and (2) a framework of a porous structure having a nanosize. Microcrystalline metal oxide is composed of microcrystals and a small amount of glass phase (SiO2 or P2O5, B2O3). (3) Small amount of glass phase (SiO2 or P2O5, B2O3) controls the crystal growth of metal oxide. (4) Simplification of manufacturing process, and (5) Use for manufacturing lithium intercalation electric devices, photocatalytic devices, solar cells, and energy storage devices. A powder or thin film made of a nano-sized microcrystalline oxide-glass composite mesoporous material and a secondary battery having a three-dimensional structure having regularly arranged mesopores.
