PPROBLEM TO BE SOLVED: To provide an application program plan generation system capable of obtaining more web service information matched with a user request. PSOLUTION: This application program plan generation method comprises a first step of performing the matching of a predicate of a precondition and a predicate of user data and the matching of the predicate of a postcondition and the predicate of the user request regarding one application program, and further a second step of performing the matching of the predicate of the precondition and a first predicate including the predicate of the user data whose matching is not attained in the first step and the matching of the predicate of the postcondition and a second predicate including the predicate of the user request whose matching is not attained in the first step regarding the application program other than the one application program.
