The filter has a casing (10) with a side surface vertically extended from an edge of a backside surface to define a predetermined space. A cover (20) connected with the housing has an air inflow hole (21) fluid-communicating with an air inlet. A dust filtering unit mounted in the casing filters the dust from the air that is drawn through the inflow hole and discharged through an air discharging hole (11). The backside surface has the air discharging hole formed inside it to fluid-communicate with an air outlet. An independent claim is also included for a vacuum cleaner having a dust collecting filter.
