The said device includes a Node B side module and a UE side module. The said method includes: the Node B side and the UE side module determine the controlled step length kn of the current subframe according to the synchronous control word SS*n-1 and the step length kn-1 generated by the processing of previous subframe as well as the synchronous control word SS*n and the over adjusting flag bit f0verAdjust of the current subframe of the user respectively. The automatic switch method for the step length includes comparing by the Node B side module and the UE side module whether the synchronous control word of the multi-subframes continuous with the current subframe and the synchronous control word of the the current subframe have the same direction or not. If so, generating the synchronous control word by the method for generating the step length that is controlled and adjusted synchronistically. If not, adapting the constant step length configured by the high-level protocol. Without reducing the synchronization precision, the present invention improves the speed of synchronization tracking and reduces the adjusting period of bigger delay deviation evidently while not increases the adjusting period of smaller delay deviation, and ensures the control precision as well as overcomes the problem caused by the channel delay’s frequent transforming, thereby improves the system performance.
